Have Refis Run Out? | Denver Real Estate Blogger

The average rate on the 30-year fixed mortgage is up about a half a percentage point since the middle of February, when they hit a record low. Mortgage refinances, however, dropped 24 percent in the same period of time.

That?s a huge reaction to a small move from a record low.

?Rates have been there (3.75 percent) for so long that most everybody who could benefit from lower rates has applied,? says mortgage analyst Mark Hanson. ?Now, when rates pop up over 4 percent, it chokes off refi activity, which is sad. 5 percent rates in the U.S. are now prohibitively high.?

Again, a little perspective here. Mortgage rates, spurred by government intervention in the market, of course, are still incredibly low. The problem is that the refinance business has changed fundamentally. This from analyst Barry Eisbruck:

?There used to be a product called cash out refinancing. Those quarterly refinancing numbers are amazing from 2003 vs. 2011. In 2003 you had 4.3T of total mortgage volume, 3T in cash out/refinancing and 1.3T in purchase origination. In 2011 it was around 1.3T of total mortgage volume, 75-80 percent of that was refinancing, so probably around 300-400B of purchase origination. These numbers are happening with record low rates and home prices at 1Q2003 levels.?

Here?s another strange point: In the fourth quarter of 2011, mortgages were cheaper than they?ve ever been, and yet refinancing was lower than the previous year, when rates were much higher. It all leads to the question: have refis run out?

?The decline in the Refinance Index this week was driven largely by a 12.0 percent drop in government refinance activity, while conventional refinance applications fell by less, decreasing 3.4 percent from the previous week,? according to today?s mortgage applications report from the Mortgage Bankers Association.

That?s a problem, because government mortgages (largely FHA) are going to get even more expensive on April 1, when the FHA raises insurance premiums.

There will still be some refis going through the government?s HARP2 program, which allows borrowers who have Fannie Mae and Freddie Mac loans to refinance, even if they owe more on their mortgages than their homes are currently worth (?underwater?). Those borrowers have been priced out of the refi market until now, but the program has just kicked into gear, so that could provide a boost.

For others, though, the return on a refi is getting ever smaller as rates go higher. Why do we care about refis? Because they put extra money in consumers? pockets?money they generally spend, fueling the greater economy.

In the United States, for example, bank deposits are insured by the Federal Deposit Insurance Corporation, and, as a last resort, the Federal Reserve can back deposits by printing money.

The new complication is that bank deposits are no longer the dominant form of modern short-term finance. The modern bank run means a rush to withdraw from money market funds, the disappearance of reliable collateral for overnight loans between banks or the sudden pulling of short-term credit to a troubled financial institution. But these new versions are in some ways still similar to the old: both reflect the desire to pull money out of an endeavor ? and to be the first out the door. And both can set off a crash.

These newer forms occur in the so-called shadow banking system, involving short-term financial credit not guaranteed by the deposit insurance umbrella. Prehistoric fisheries offer clues to sustainable catch

Efforts to reform fisheries in the present just got a boost from the past. Two quantitative studies of prehistoric fisheries show that some early cultures figured out how to get high yields without overexploitation.

Jack Kittinger of the University of Hawaii in Honolulu and Loren McClenachan of Simon Fraser University (SFU) in Vancouver, Canada, studied the reef fisheries in Hawaii since the islands were first colonised 700 years ago.

With little archaeological evidence of farming, the earliest Hawaiians were reliant on the sea for much of their food. Previous estimates suggest they each consumed about 182.5 kilograms of seafood per year ? similar to levels in Pacific island countries which rely on seafood today. Kittinger and McClenachan worked out the total annual catch, assuming a conservative estimate that Hawaiian population reached 160,000 before contact with European settlers. It is thought that the population was probably more like 250,000 at its pre-settler peak.

"The coral reef fisheries yielded three to four times what people think is the sustainable yield for reef fisheries today," Kittinger says. "And we were very conservative in our yield estimates ? it's crazy."

Historical accounts and ethnographic studies suggest why the Hawaiian fishing operations were so successful. The pre-European society had a complex set of rules that saw reefs regularly closed to fishing, strict regulations on fishing gear, and restrictions on eating vulnerable species ? all remarkably prescient of modern regulations.

There is also archaeological evidence that they built extensive fish ponds stocked with juvenile mullet and milkfish as insurance against famine. The regulations make sense, given that Hawaii is at the mercy of tsunamis, floods, hurricanes and droughts, requiring sophisticated risk management strategies.

The Hawaiians were not the only Pacific community to fish sustainably. SFU researchers Anne Salomon and Amy Groesbeck have been studying the ancient "clam gardens" in the territory of the Kwakwak'awakw and K'?moks First Nations along the coast of British Columbia, Canada. Such structures were built and maintained for 2000 years, from Washington State to Alaska, until European settlers disrupted the practice.

Clams are filter feeders and thrive on pebbly beaches that trap nutrients brought in with the tide. The gardens provide them with these preferred conditions. They are walled structures built in the intertidal zone of shores. As the tide rises, water cascades over the walls and washes nutrients into the beach behind, which has been artificially extended to create a clam-friendly pebbly habitat. At low tide, the area is exposed and easy to harvest.

The terraced beaches are extensive platforms that provide the clams with perfect living conditions, so in theory the shellfish there should grow faster and live longer, allowing for more sustainable cultivation. To test the claim, Salomon and Groesbeck seeded 11 walled and unwalled beaches with clams in the spring and then in the autumn dug them up to compare growth.

Their as-yet-unpublished work shows that the gardens work, says Salomon. "Our experimental data shows quantitatively that you get more clams from clam gardens, with higher survival rates and higher growth rates." She adds that it is clear that the people heavily exploited this method ? the bay under study has over 50 original clam gardens.

Salomon thinks this research could change how we cultivate shellfish. "We're going to need to double the world's food supply by about 2040," she says. "We can use the technology from ancient times to feed people today. Clam gardens are a perfect example of how people can do more with less."

Kittinger and McClenachan think their Hawaiian study also holds lessons. "They had basically the same tools in the toolbox, in terms of reef management strategies, but they used them differently and managed more effectively, with locally developed rules and regulations," Kittinger says. "It is evidence that coral reef fisheries can be sustainable. Ancient Hawaiian societies gave us the road map for how to achieve that in today's context."

Not all early societies had sustainable practices, though. Kittinger and McClenachan also looked at ancient fishing in the Florida Keys. Lack of freshwater probably limited the pre-European population to around 1000 people, and so they did not face food shortages ? and the locals had strong trade connections with the Caribbean. They had little need for Hawaiian-style regulations or sustainable fishing practices. Once European settlers arrived, however, an unsustainable fish export economy quickly emerged.

"Florida is a really good example of what happens when there's a lot of focus on one or two fisheries for export," says McClenachan. "It's a cautionary tale of what happens when you don't manage and don't diversify."

An Associated Press story this week documented cases of job applicants who are being asked, at the interview table, to reveal their Facebook passwords so their prospective employers can check their backgrounds.

In a post on Friday, Facebook's chief privacy of policy officer cautioned that if an employer discovers that a job applicant is a member of a protected group, the employer may open itself up to claims of discrimination if it doesn't hire that person.

"As a user, you shouldn't be forced to share your private information and communications just to get a job," wrote Erin Egan. "And as the friend of a user, you shouldn't have to worry that your private information or communications will be revealed to someone you don't know and didn't intend to share with just because that user is looking for a job."

Not sharing passwords is a basic tenet of online conduct. Aside from the privacy concerns, Facebook considers the practice a security risk.

Facebook spokesman Andrew Noyes said that the company doesn't think employers should be asking applicants for their passwords because "we don't think it's the right thing to do."

"While we do not have any immediate plans to take legal action against any specific employers, we look forward to engaging with policymakers and other stakeholders, to help better safeguard the privacy of our users," he said.

If you want a real surround experience, or a wide sound field, the Vizio VHT510 ($249.99, 4 stars) offers a wide sound bar with a wireless subwoofer and surround satellites for full surround sound, and the Samsung HW-D450 ($299.99, 3.5 stars) has a wide stereo field and much more bass response with its own subwoofer.

Even so, the room thumped impressively (if not as impressive as it would with a large, dedicated subwoofer), and the flat bass notes in The Knife's Silent Shout stayed clear until the highest volume levels, when the drivers began to distort. For a one-piece sound system, the Z-Base 220 has some pretty hefty bass response. But if you want to take advantage of that bass, you'll have to ignore the benefit of it being such a flat device; while the base didn't distort at all at most volume levels, anything placed on top of the Z-Base 220 vibrated horribly to the beat. While there are no grilles on the top of the device, you still shouldn't block it or put any pressure on it to ensure clarity and that nothing on it will vibrate. Without the top obstructed, though, the bass is surprisingly powerful.

If you want to enhance your home theater's sound, the ZVox Z-Base 220 is an inexpensive way to add plenty of power without any hassle. It's louder and sounds better than a cheap sound bar, and while it doesn't have the bass output or surround imaging of discrete speakers and a subwoofer, it's extremely easy to set up and unobtrusive to keep on a shelf under your HDTV. Just make sure you have the room for it.

A wonderfully human and humane story about one of those lost-and-found children who tend to slip through society's not-so-safe safety nets.

Within its tight 87 minutes, not a lot happens, unless you count the saving of a life.

It's minor, but powerfully so.

As is usual in their films, the Dardennes remain both deeply interested and carefully objective. The photography and editing are unfussy and unhurried. There is no attempt to do anything but present these small fictions as simple fact.

UK to cut top income tax rate to 45 pct | News and Finance

Britain?s finance minister has cut the rate of income tax for the country?s wealthiest citizens but imposed a raft of measures to prevent tax avoidance and a hefty new charge on expensive property sales in an attempt to spread the burden of austerity across the U.K?s taxpayers.

In his annual budget statement Wednesday, George Osborne said he was cutting the top rate from 50 percent to 45 percent by April next year on incomes over 150,000 pounds ($239,000) a year. He argued that the original higher rate did not yield as much as expected, partly because the rich were able to avoid the tax.

Osborne sought to deflect criticism that the coalition government was being soft on the wealthy by announcing a big hike in the level at which Britons start paying tax, to 9,205 pounds ($14,500). There are doubts, however, as to whether the poorest will reap the full reward, given they may lose some benefits.

The 50 percent tax rate was introduced by the previous Labour government as part of austerity measures introduced in the wake of the banking crisis that led to the country?s deepest recession since World War II.

?Together, the British people will share in the effort and share the rewards,? Osborne said. ?This country borrowed its way into trouble, now we?re going to earn our way out.?

The leader of the Labour opposition Ed Miliband pounced on Osborne?s decision to cut the top rate of tax, mocking him for his oft-repeated mantra that ?we?re all in this together.?

?After today?s budget, millions will be paying more while millionaires pay less,? Miliband said.

Osborne insisted that the rich should pay a bigger proportion of their income than the poor and said he was offsetting the cut in the top rate by other taxes on wealth, including a new 7 percent charge on the sale of houses valued over 2 million pounds ($3.2 million), up from 5 percent.

Most of those residences are located in London _ a city that has become a second home of choice for many of the world?s super-rich who have driven up the cost of homes to levels that are unaffordable to the vast majority of Londoners.

Tony Ryland, a senior tax partner at London Chartered Accountants Blick Rothenberg, said the changes will have ?a major effect on the London housing market, potentially driving away overseas buyers.?

Overall, the budget measures were broadly neutral. Osborne has little room for maneuver, given the government?s primary plan to dramatically reduce borrowing and recent warnings from credit ratings agencies that they could cut the country?s cherished triple-A rating if public finances don?t improve.

The government?s debt-reduction program has been rewarded in the money markets to an extent, even though the economy has flatlined and unemployment stands at a near 17-year high. Unlike other big borrowers in Europe, such as Greece, Britain _ the biggest European economy that does not use the euro _ has enjoyed super-low borrowing rates, making the deficit easy to finance.

Osborne said he was asking the Treasury to examine whether Britain should start issuing bonds of duration longer than 50 years to lock in the current historic low interest rates. The yield on Britain?s ten-year bond is around 2.3 percent, in line with the equivalent U.S. rate.

Economic growth this year will be 0.8 percent, up from a previous forecast for 0.7 percent, according to the Office for Budget Responsibility, an independent agency tasked by the government to compile projections.

Osborne said Britain was likely to avoid a technical recession, officially defined as two consecutive quarters of negative growth. In the last three months of 2011, Britain contracted by a quarterly rate of 0.2 percent.

In 2013, Osborne said Britain?s economy would likely grow 2 percent, slightly lower than the previous forecast of 2.1 percent. The projected growth rates remain below the long-run average of 2.5 percent.

Meanwhile, the budget deficit in the current fiscal year, which ends March 31, will be 126 billion pounds ($199 billion), 1 billion pounds less than expected. As a percentage of GDP, debt will peak at 76.3 percent in 2014-15, lower than previously thought.

Analysts said the statement was a bit brighter than those of recent years, but that there?s a long way to go before Britain has recovered from the shock of the last few years.

?The vast majority of the cuts in public spending lie ahead,? said Ian Stewart, chief economist at accounting and consultancy firm Deloitte.

Osborne outlined a range of measures he hoped would kick-start growth. A cut in the corporation tax rate by a further percentage point in April takes the rate down to 24 percent. By 2014, he said the rate would be 22 percent.

?It is clear that the government is trying to improve the climate for business and it?s now up to businesses themselves to deliver the goods,? said Andrew Goodwin, senior economic adviser at the Ernst & Young ITEM Club.

Osborne also announced that tax relief now given to film productions would be extended next year to producers of video games, animation and ?high-end? television programs such as ?Downton Abbey.?

?Not only will this help stop premium British TV programs like ?Birdsong? being made abroad, it will also attract top international investors like Disney and HBO to make more of their premium shows in the U.K.,? Osborne said.

Most of the measures announced in the budget had already been telegraphed in recent weeks. It?s a long way from budget days of the past when the contents of the Chancellor?s red box were a heavily-guarded secret _ in 1947, Hugh Dalton had to resign as Britain?s finance chief for divulging some of his budget plans to a journalist on the day of his statement.
