McGill university student plan provides healthcare to rural areas with Windows Phone and Win 8

Those of us living in metropolitan areas don't think twice about our ease of access to medical care, but those in rural areas don't enjoy such easy access to a doctor. Abhijeet Kalyan and Shravan Narayan from McGill University in Canada are aware of this problem, and came up with a way for doctors to diagnose and treat patients from afar. Called Project Neem, it's got a hub and spoke organizational structure that puts a healthcare worker in every village and leverages the power of Windows Phone to connect them with medical staff in distant cities.

Participating healthcare workers are given basic medical training and a handheld loaded up with a custom app that identifies patients by scanning their national ID card and stores their pertinent medical info -- from temperature and blood pressure readings to a variety of symptoms. The app has a virtual human body on board that lets users tap parts of the anatomy to bring up a series of symptoms that can be selected to provide treating physicians with the info they need. That information is stored in the cloud and accessed by doctors through a Windows 8 app, who then can relay appropriate treatments to the local healthcare worker. Now all we need is someone to make a real-world tricorder, and we'll truly be able to bring medical care to the masses, wherever they may be.

Typical personal card balances and revolving debt account balances are continuing to increase to all time peaks inside the UK. Increasingly more, customers will definitely be using loans in order to afford buying of goods which they cannot manage to take care of with capital or surplus cash. Though it is true that accessibility to visa card and bank loan financing is sometimes handy, too much spending by using these normally excessive percentage rate credit access choices is undoubtedly expensive to pay for.

Given that customers are using way more consumer debt, even more people are seeing themselves in situations with stressful credit and interest rate obligations. As unpaid debt bills expand so do monthly payment arrangements, and also interest payments. House owner finance have always been a widely used system made use of by consumers up against steeply-priced and substantial personal debt. A home owner lending product is a particular one by which the finances and rates are gained simply by protecting the money using personal property. The applicant offers the loan lender a charge or right of repossession against his or her asset so as to limit the lender's perceived risks to make the personal loan. Financial firms are in the particular business of providing finance therefore they are always attempting to discover ways to provide funds. Having said that, they must balance such a motivation to grant financing with a study of the applicant's chance of non-reimbursement. Enjoying recourse with the client through their home helps to minimize the likelihood of deficit to the loan provider.

Considering the fact that their financial risk can be minimal through a secured house owner lending product, providers as a rule provide their most beneficial annual percentage rate promotions and monthly payment terms and conditions to individuals who have got properly secured debts. That is the case whether the debtor has got great or poor credit. Quite a few loaners will need below-average credit customers to guarantee personal loans. Given that house owner funding charges are typically cheaper than store cards as well as other unsecured personal finance, many people choose these for a cheaper price supply of finances.

This method of utilizing guaranteed homeowner loan products for consolidation gives lots of benefits to consumers. To begin with, their range of creditors is likely to be reduced. Having various loan companies can be confusing. Second, monthly obligations can be considerably smaller as house owner lending options are normally settled over longer time periods, possibly many years. Third, monthly interest and overall interest rates for the loan are dropped, and this lowers the complete settlement costs of the credit.

Bike Path Country ? Fueling Up Social Responsibility

Over the years, the world of business has transformed a great deal.? One of the most notable changes is the various approaches being adopted for marketing purposes. ?Use of banners ads, billboards, flyers, sign boarding and media adverts are some of the most known forms of marketing being used across the globe today. ?Corporate organizations are however seemingly changing this trend. ?Most of them are marketing their products and services through more social activities such as marathons and biking. ?This is perceived as part of corporate social responsibility but to the businesses, this is one of the most ideal marketing platforms,

ERIK NORLANDER Music Machine music review by - Progarchives

3 stars"This is the story of Johnny America, a new kind of music machine"

Just like David Bowie's classic The Rise And Fall Of Ziggy Stardust And The Spiders From Mars, Erik Norlander's Music Machine is a concept album about an imaginary Rock Star. The storyline and the lyrics of this "Heavy Metal symphony" are sadly rather cheesy and full of cliches, but the music itself is mostly very good. The styles involved on this massive double album include traditional Heavy Metal in the vein of Deep Purple and Dio-era Black Sabbath, Classic Rock, Neo-Classical Metal, Progressive Metal, Power Metal, Hard Rock, Blues Rock and energetic keyboard-driven Symphonic Prog in the vein of Emerson Lake & Palmer.

The guests include Mark Boals (who also provided vocals for Yngwie Malmsteen), Donald "Buck Dharma" Roeser (of Blue Oyster Cult-fame), and drummer Vinny Appice (who played with Black Sabbath and Dio), and several others. The backgrounds of these musicians give you further clues of what you will find here. Ayreon's Metal Operas, that relied on a similar set of styles (and to which Norlander contributed), might also provide some hints. Though, thank goodness, Music Machine is not as sprawling and all-over-the-place as Ayreon's works, I am sure that it will appeal to many of the same fans. The vocalists and instrumentalists involved are all very good, but the foremost instrument are Norlander's brilliant keyboard playing.

There certainly are some great moments on this album but also a few weaker moments. With a running time of one hour and 46 minutes, you tend to get a little bit exhausted towards the end even if it is mostly very good music. Had the cheesy storyline been toned down somewhat and the running time been brought down to fit on a single disc, Music Machine could probably have attracted a higher rating from me. But as it stands it is just a good, and not a fantastic, follow-up to Into The Sunset. Both of these studio albums are definitely recommended, but the live album Stars Rain Down is more consistent and provides a nice cross-section of tracks from these two albums plus some of Norlander's best works from other sources.

(AP) ? A big early Miami lead was wasted. Once the Heat took control again, they simply ran away from the Boston Celtics.

And the NBA finals are now three wins away for LeBron James and the Heat.

James scored 32 points and grabbed 13 rebounds, Dwyane Wade scored 10 of his 22 points in the fourth quarter and the Heat beat the Celtics 93-79 on Monday night in Game 1 of the Eastern Conference finals.

Shane Battier, playing in the conference finals for the first time, scored 10 points and had 10 rebounds for the Heat, who wasted an early 11-point first-half lead before running away to break a halftime tie. Miami outrebounded the Celtics 48-33, and blocked 11 Boston shots.

It was those last two stats that had James lauding the night as a team effort.

"We get a lot of the press, we get a lot of the headlines," James said. "But our teammates, they do everything to help us win ball games."

Kevin Garnett scored 23 points and grabbed 10 rebounds for Boston, which got 16 points, nine rebounds and seven assists from Rajon Rondo and 12 points from Paul Pierce. Ray Allen shot just 1 for 7 from the floor for Boston, which was outscored by 10 in the first quarter and 11 in the third.

"On the road, you can't have two quarters of lulls," Celtics coach Doc Rivers said.

Game 2 is Wednesday night in Miami.

It's the third straight year the Heat and Celtics have met in the playoffs, the third straight year James has seen his postseason path go through Boston as well ? the first of those matchups coming in 2010, his final run with Cleveland.

Each of those came in the first or second rounds, not this close to the NBA finals.

And while both sides would say there's a long way to go in this series, Game 1 winners have a decided edge in any best-of-seven, the conference final being no exception. In the most recent 10 postseasons, teams with 1-0 leads in conference finals have advanced 15 out of 20 times. One of the five instances of a team rallying from a one-game deficit was last year, when Miami ousted Chicago in five games.

Last season's Miami-Boston series ended with James scoring the final 10 points of Game 5, and the start of this year's matchup had him putting on another offensive display.

He had 13 points in the first quarter ? two more than the entire Celtics roster ? and Miami ran out to a 21-11 lead after the opening period. Garnett made three of his four shots in the quarter, while everyone else in Boston green was 2 for 16 from the floor.

"They came to play," Rivers said. "I mean Miami."

The 11 points matched the lowest output by any team in the opening quarter this postseason. The other team to manage that few was San Antonio, which then dropped 32 on the Los Angeles Clippers in the second quarter of their game on May 19.

The Celtics' response was even better.

Boston scored 35 in the second quarter, erasing what was an 11-point deficit early in the period by scoring 27 points in the final 8:46 of the half to pull into a 46-all tie. Rondo, Garnett and Pierce combined to score 23 points in the quarter, looking absolutely vintage, near-perfect offensive execution getting to Miami time and time again. And the Celtics' comeback happened even while they got hit with three technical fouls in the second quarter, plus Allen missing four first-half free throws ? matching his career-worst for an entire game.

In the end, it went down as merely a one-quarter lapse for Miami.

Another technical foul, this one on Rondo, came in the third quarter, likely born from frustration as the Heat started to roll again.

With the game tied at 50, Rondo missed three shots in a 31-second span early in the third, the last of those getting blocked by Battier ? who hit a 3-pointer 11 seconds later. It started a 9-2 Miami burst, including a touchdown pass from Wade to James ? Wade grabbed the rebound of a miss by Pierce, spun and delivered a 90-foot pass to the reigning MVP ? for an easy score.

Miami led by as many as 13 late in the third, before taking a 72-61 lead into the fourth. James scored 10 more in the third, Boston went cold again shooting just 27 percent in the period, and Wade's left-handed bullet pass into the lane set up Joel Anthony for a dunk that pushed the Heat lead to 15 with 10:13 remaining.

"We'll go back and see what we can do better," Rivers said. "And we'll fix it."

NOTES: Heat coach Erik Spoelstra is now 6-0 in Game 1s at home. ... James passed Sam Jones (2,909) for 22nd on the NBA's playoff scoring list with a layup late in the first quarter, and Garnett passed Dirk Nowitzki (1,314) for 22nd on the league's postseason rebound list. ... The Heat left the floor at halftime with a 48-46 lead, then had two points by Anthony taken off after a lengthy reviewed showed he had a basket after the shot clock expired. ... Miami F Chris Bosh did a light pregame workout, but still remains out indefinitely with a lower abdominal strain. He was on the Heat bench for the first time in Miami's last six games.

Energy Risks in North Africa and the Middle East

The Burke Chair is issuing a new, expanded edition of its overview of Energy Risks in North Africa and the Middle East. This analysis is available on the CSIS web site at http://csis.org/files/publication/120524_MENA_Threat_Brief.pdf

Section One focuses on demand issues and their impact on global and regional demand for liquid fuels, impact on supply, price issues, and the special conditions affecting US demand for energy imports. It indicates that growth in Asian demand for MENA oil and gas exports will be high through 2035 (the cutoff date for projections), creating a ?demand vulnerability? in periods of moderate to high economic growth that will keep prices high and stimulate major increases in production.? It also shows that US political posturing about energy independence is just that ? dishonest political opportunism that does not reflect the total different results of US government modeling and analysis.

Section Two deals with the risks that MENA dependence on oil exports creates for MENA states. It highlights the economic problems of over-dependence on petroleum exports, the problems created by energy subsidies and their imp0eact in cutting export capacity, and the growing risk posed by gross inefficiency in energy use and pollution.

Section Three covers North Africa. It indicates that the projected growth in Algerian and Libyan supply will he limited by global standards, but be of importance to Europe. It also indicates that Algeria and Libya are moderate risk countries because of the political uncertainties in each state and their uncertain ability to attract sustained energy investment over time.

Section Four Covers Egypt and the Levant. It indicates that Egypt will increase some aspect of gas projection, but that both Egypt and Syria are steadily declining oil producers, and increases in Egyptian gas exports may have a local impact but only a token impact on world markets.? Egypt emerges as a moderate risk country and Syria as a high risk country.

Section Five? covers the Gulf and Yemen. It shows that the Gulf remains the key source of additional oil and gas production in spite of major projected gains in the rest of the world?s output. It also shows that these increases are highly dependent on two high risk countries ? Iran and Iraq. Yemen is a high risk country, but one with negligible and declining impact on world exports. The Southern Gulf producers ?Kuwait, Oman, Qatar, the UAE and Saudi Arabia? -- face some individual problems but are rate as low risk with the exception of the potential impact of a future conflict in the Gulf.

Section Six covers the risk of a war involving Iran. There is no way to predict the form such a conflict might take or to estimate a probability in any meaningful mathematical model. The risk of some clash in the coming three years is, however, at least moderate and the risk of a serious clash over time will rise to high if Iran does not abandon its nuclear program, and improve its relations with its neighbors.

The first five sections attempt to summarize and quantify key trends in energy production and exports and the key factors shaping risks in a given country and area. Section Six focuses on the build-up and capability of Iranian forces ?to close the Gulf? and present a range of threats from low-level asymmetric warfare, to a Gulf-wide conflict that could involve the use of long-range missiles..

California Medical Marijuana Regulation Bill Approved By Appropriations Committee

Legislation that seeks to enact a statewide bureau to regulate medical marijuana commerce in California is moving forward in the state Assembly.

On Tuesday, April 17, members of the Assembly Committee on Public Safety?voted?4-2 in favor of?AB 2312?The bill now awaits action from the Assembly Appropriations Committee.

AB 2312 seeks to establish a state regulatory system for medical cannabis under the Dept of Consumer Affairs. The bill is based on the proposed Medical Marijuana Regulation Control and Taxation initiative drafted by Americans for Safe Access, the UFCW,?California NORML, and other marijuana law reform organizations. Under this proposal, medicinal cannabis dispensaries would become state-licensed. It would also require cities and counties to allow at least one marijuana dispensary for every 50,000 residents ? unless local voters specifically approve a ban or tighter restrictions.

You can read the full text of the measure?here.

Proponents of the measure believe that its passage will likely dissuade the ongoing federal interference in California?s medical marijuana operations. Passage of AB 2312 would also provide operators, the public, and law enforcement with clear rules regarding how and where these facilities may operate. Doing so will reduce the public?s confusion and limit expensive litigation.

A separate Senate measure, SB 1182, clarifying the dispensing of medicinal cannabis in California is also pending. You can learn more about this proposal?here.

You can learn more about these measures from California NORML?here. You can also contact your member of the state Assembly regarding AB 2312 via NORML?s pre-written letter below.

A bill by California Senator Mark Leno (D-SF) will help to protect medical cannabis patients and caregivers from unnecessary harassment or arrest, but we need your help to get it passed by the Senate before May 31. Can you take a minute right now to send an email to your California Senator and ask him or her to vote yes on SB 1182? Americans for Safe Access? (ASA) online action center makes it easy to find your Senator and send an email right now.

SB 1182 adds legally organized and operated medical cannabis patients? cooperatives and collectives to the list of those protected by California?s medical cannabis laws. They should already enjoy this protection, but some law enforcement officials and judges interpret the law too narrowly. That means patients and caregivers growing and providing cannabis in accordance with state law may still be harassed, arrested, and even prosecuted. SB 1182 will help stop this by making the intent and scope of the law clear.

This straight-forward clarification should be easy to adopt, but the issue of medical cannabis is still controversial. Lawmakers need to know that you are part of the seventy-seven percent of Californians who support the sensible regulation and control of medical cannabis. They need to know that their constituents support this kind of common sense legislation. Send an email today to help drive home that message before the Senate votes on SB 1182.

Forward this message to your friends and loved ones in California who believe in medical cannabis. We need their help too!

Tending the Garden | At Home With the Gadbois Family

?Tend to your own garden. Let others tend to theirs. Yours may have flowers, theirs may have cabbage; Both are beautiful.? ? Voltaire from ?Candide?

?

?

What Voltaire was trying to say was that we should mind our own business. ?If we are too busy trying to run our neighbours? lives, we neglect our own. ?And when our neighbours poke their noses into our lives, it hurts? ?It can make us angry. ? And it can distract from the important work in our own gardens. ?Much better to live and let live, each tending our own gardens, side by side, appreciating the beauty of each.

Blackberry blossoms at our door.

We recently spent several days nursing the upset of some rather unexpected criticism about our lives and the way we operate. ?It came out of nowhere, following on the heels of what we thought was a friendly exchange. ?And then we realized that we were expending far too much mental and emotional energy trying to figure out what we did wrong, how we could change ourselves to better suit someone else? ?What we needed to do ?- and did ? was to realize that it was *their* problem, their burden. ?Whatever caused the out-lashing did not originate with us, but with something that came long before we did. ?And because of that, they deserve our prayers for whatever is eating at them.

The last of the bleeding hearts in our shade garden.

And we need to turn our attention back to what we?re doing, continuing on our own path, exactly as we were. ?We have been given the wonderful life to live, and many gifts. ?And a plan ? a plan laid out for us by God, and revealed piece by piece. ?It is OUR story and no one else?s. ?In the end we will account for our lives to Him who gave them.

The chives we thought we lost during renovations, in bloom. God is good.

?Child,? said the Voice, ?I am telling you your story, not hers. I tell no one any?story?but his?own.? Aslan ? ?The Horse and His Boy?

Djokovic bids for 4th consecutive Grand Slam title

PARIS (AP) ? As daylight disappeared and wind whipped loose dirt around the court, Novak Djokovic watched one last ace fly off Roger Federer's racket and end their thrill-a-minute semifinal at the 2011 French Open.

It's been nearly a year since that evening, and Djokovic hasn't lost a Grand Slam match since.

He's won 21 in a row, earning championships at Wimbledon in July, the U.S. Open in September, and the Australian Open in January. If Djokovic can prolong that run on the red clay of Roland Garros over the next two weeks, he will become the first man since Rod Laver in 1969 to win four consecutive major tennis tournaments.

A remarkable achievement, to be sure. And one the 25-year-old Serb is trying not to expend too much energy pondering before the French Open, which starts Sunday.

"It would definitely mean the world to me ... but I haven't thought about that too much, because I do not want to put too much pressure on myself," the No. 1-ranked Djokovic said, then added with a laugh: "Pressure that I don't need at this moment, because I already have enough."

He insists he wants to view this tournament the way he would any year.

Federer's take? Essentially: Good luck with that, pal.

"The hard part is (the) same for everyone: Every point you play, every game you play, the pressure you face, and just answering the questions time and time again," said Federer, who twice fell one match shy of four Grand Slam titles in a row, losing in the French Open final to Rafael Nadal in 2006 and 2007.

"It's fun, because you're talking about the highest of accomplishments," Federer continued. "But at the end of the day, you just like to play the matches and not talk about it that much."

Nadal also went on a three-major winning streak ? at the French Open, Wimbledon and U.S. Open in 2010 ? but fell short of No. 4, losing in last year's Australian Open quarterfinals while hampered by a left leg muscle injury.

He dismissed the notion that he came close to equaling Laver, noting that he was three matches away, and said his happiness quotient today doesn't depend on whether or not things went well in Melbourne 16 months ago.

"Life continues," Nadal said, "and you keep working hard to try to be fit and be competitive for the next (match)."

There's another way in which Nadal and Federer were far from matching Laver ? as Djokovic would be, even if he wins his next seven matches. Rocket Rod pulled off his Grand Slams within a calendar year (the Australian left-hander also did it in 1962; Don Budge is the only other man to go 4 for 4).

Laver himself firmly believes there's a distinction to be made.

"People will say, 'He's going for a Grand Slam.' And I say, 'No, he's not doing that.' That wasn't the way this whole thing was set up," Laver explained last year. "It starts in January and ends in September ? starts with the Australian Open and ends with the U.S. Open."

None of the top three men is in action in Paris on Day 1. The schedule includes seven-time major champion Venus Williams in her first Grand Slam match since revealing she was diagnosed with an autoimmune disease; past French Open champions Ana Ivanovic and Svetlana Kuznetsova; reigning U.S. Open champion Sam Stosur; and past U.S. Open title winners Andy Roddick and Juan Martin del Potro.

Djokovic and No. 3 Federer will be on court Monday, while No. 2 Nadal is slated to begin his attempt for a record-breaking seventh French Open title on Tuesday.

"He is always favorite for this tournament. He even was last year," said Djokovic, who beat Nadal in seven tournament finals in 2011 but lost both clay-court finals they contested against each other this season. "Always No. 1 favorite, because he's just what he is on clay courts, you know. He's (the) most successful tennis player ever to play on this surface."

Federer agreed, saying it's "crazy to even talk about" anyone other than Nadal as the man to beat. Nadal, who turns 26 during the tournament, is 45-1 for his career at the French Open. The only man to beat him, two-time runner-up Robin Soderling, is not in the field this year.

"I played him so many times here," Federer said of the Spaniard. "I know how incredible he can be here."

He is 0-5 against Nadal at Roland Garros, including in the finals of 2006, 2007, 2008 and 2011, when Federer failed to follow up on his masterful semifinal performance that ended Djokovic's 43-match winning streak.

Federer's only French Open title was in 2009, when Nadal's lone loss came in the fourth round. That allowed Federer to complete a career Grand Slam, something Nadal did the following year. Djokovic can be the eighth man to achieve the feat.

To do that, though, Djokovic will need to make it past the French Open semifinals for the first time.

And guess who he was drawn to meet at that stage? Yes, Federer again.

"I had the best year and a half of my career. I believe that I'm at the peak of my career at this moment," Djokovic said. "I definitely want to use this confidence that I have and try to make a good result here in Roland Garros."

Bejeweled HD iPad Review

Less than a year ago, the App Store was treated to a wonderful port of the PopCap flagship game Bejeweled. It was a terrific, full-functioning game with several modes to play, achievements to earn, and high scores to gain. The only problem was that it was designed for the smaller screens of the iPhone and iPod touch, leaving iPad users out in the dust or destined to play Bejeweled on an expanded and pixelated screen. Now, with the release of Bejeweled HD for the iPad, large-screen iOS users can rejoice and bask in the retina display gloriousness.

For those not familiar with Bejeweled, it is the quintessential Match-3 puzzle game. A square board is filled with jewels of different colors, and by swiping your finger from one jewel to the other, you can switch their positions to line up jewels of the same colors. Jewels can only move up-down or left-right, not diagonally, and by matching more than three jewels at once, you can earn special jewels that will explode and destroy even more of the board. Your goal here is not to clear the board, but to instead score as many points as possible by creating chains of matches.

Bright and shiny things.

In the Classic mode, you simply go for the highest score possible. By using strategy and patience, you can use the special exploding jewels to rack up points quickly or swap jewels to create several matches at once. Bejeweled HD also has three other game modes certain to keep your attention as well.

In Diamond Mine, you must match jewels to unearth hidden treasures. The bottom of your game board has a layer of earth, and making matches blows away this dirt so that you can dig deeper and deeper. You can also find artifacts hidden under the earth to earn more points. Diamond Mine is more challenging than the Classic Mode because you are timed and your game board is limited in space due to the dirt. You must ?aim? your matches for the layer of dirt to dig deeper.

In Butterflies Mode, you must now manage a new kind of jewel: the butterfly jewel. These butterflies can be jewels of any color, but with wings. Your goal in this mode is to ?rescue? the butterflies by matching them with at least two other, same-colored jewels. If you aren?t careful and let your butterflies escape through the top of the game board, an evil spider jewel will capture it, spelling game over.

Gem destruction.

Finally, there is Zen Mode, which takes away the pressure and stress of time limits and spiders. The goal in this mode is simply to match jewels, nothing else. Zen Mode even features relaxing music to soothe you.

All of these game modes and features are also in the iPhone/iPod touch version of the app, but what really sets this apart is the colorful and smooth retina display. Gamers playing Bejeweled HD on a new iPad will notice the crisp graphics and animations. The game has never looked better.

It?s hard to discuss Bejeweled without simply gushing about it. It?s a wonderful game with lots of inventiveness and fun. PopCap clearly knows what it?s doing when it comes to the Match-3 genre, and this newest release of Bejeweled is sure to astonish new iPad owners everywhere.

Idaho town seeks to lure gun and ammo makers

(AP) ? This small community in the forested, western foothills of the Rocky Mountains was created as a company town to house workers for the nation's largest white pine sawmill, and its tidy homes and straight, tree-lined streets are a testament to its planners.

But the town has slumbered since the Potlatch Lumber Co. mill closed in 1981, and was searching for an economic future when an ammunition maker decided last year to move its operations from the liberal Seattle area to this more conservative region.

The move by PNW Arms was like a signal flare to business and political leaders in the town of 800 people, who were in the process of trying to determine what industry would be best to pursue.

"We were in the middle of doing our marketing plan at the time and decided that firearms is the niche we would recommend," said Gary White of Kennewick, Wash., a business marketing consultant who is helping develop the town's pitch to gun makers.

Potlatch, they decided, would go from timber town to gun town. It would try to lure firearms and ammunition makers, and plans also called for hunting-themed housing and retail development.

"It will help draw some out-of-towners and out-of-staters," Mayor David Brown said.

Potlatch's efforts piggyback on a national trend in which firearms-friendly states are trying to pry gun and ammo makers out of the Midwest and Northeast, where some states have more restrictive gun laws.

The Idaho Department of Commerce is making firearms manufacturers a recruiting priority. The state recently passed a law that protects firearms makers from liability lawsuits or excessive regulation, White said.

"Lots of states are anti-firearms states," White said. "That is what Idaho is playing against, positioning itself as a firearms friendly state."

Firearms are a $3.8 billion industry that employs 90,000 people in the United States. The industry includes household names like Remington, Winchester, Smith & Wesson and Colt, but also more than 1,000 smaller companies.

"There are a number of states in the South and out West that have pitched to have companies relocate or start businesses in their states," said Lawrence Keane, spokesman for the National Shooting Sports Foundation, the industry trade group.

South Dakota has had some success in luring companies, and states like Alabama, Montana, Idaho and Arizona have also rolled out the welcome mat, Keane said.

Many firearms companies have long been headquartered in states like Massachusetts and Connecticut, where the political climate has turned more hostile to firearms. Massachusetts, for example, has passed laws limiting the number of guns people can buy. Several states have passed or proposed laws calling for their gun makers to "micro-stamp" handguns with a mark on the firing pin that would allow bullet casings to be identifiable by gun owner.

No such fears in Idaho, a conservative state where firearms are a daily part of many people's lives.

"The regulatory environment in Idaho is friendly to guns and ammunition and we thought we could take this and run with it," said B.J. Swanson, head of economic development for Latah County.

Potlatch went public in April with its come-hither pitch to gun makers.

"We've had two nibbles already and we haven't even tried," Swanson said.

Swanson acknowledged that gun manufacturers would not be welcomed everywhere. Even in Latah County, they might face opposition 15 miles away in liberal Moscow, where the University of Idaho is based.

"In Potlatch, they would be welcomed with open arms," Swanson said. "I have not heard a single person in Potlatch saying, 'We don't want them here.'"

White agreed: "If we proposed this in Seattle or Portland, I'm sure it would be entirely different. For Potlatch, Idaho, this makes absolute sense."

The idea is to create a niche, like guns, and then recruit a cluster of companies to fill it, White said. In nearby Dayton, Wash., White is helping develop an organic food retail and business park to cash in on the tourists who visit the farm town.

Potlatch was created in 1905 to provide homes for the 500 workers at the Potlatch Lumber Co. mill. Nineteen of the homes built by the company are on the National Register of Historic Places, and City Hall used to be the mill headquarters. The mill closed in 1981, and no major business activity has emerged to replace the lumber jobs.

But Potlatch didn't shrivel up. Located a short distance from the university towns of Moscow and Pullman, Wash., Potlatch became a bedroom community for workers and students at both schools. Busy State Highway 6 serves as the main street through the town, and the small business community actually has trouble finding workers, said Dale Spring, owner of Dale's Wagon Wheel Bar & Grill.

Spring wonders where the workers would come from for any new firearms factory. "There's no labor force," he said.

Many Potlatch residents work at the universities, or at one of the thriving private sector employers in the Moscow-Pullman area, he said.

Local economic development leaders believe good-paying jobs will draw workers.

The lure for manufacturers is the former lumber mill site, of which 26 acres is set aside for firearms and related companies, White said. The mill site is currently without buildings, but has nearby utilities, is flat and the town has plenty of water and sewer capacity, Swanson said.

Nationally, there has been a big jump in the popularity of target shooting, largely the result of a slew of television programs on that subject, White said. They expect Potlatch's plan to appeal to some of those people, he said.

The marketing effort is funded by Potlatch Corp, which still owns the mill site, by local utility Avista, and by local city and county governments.

Town leaders were careful to use the word "firearms'" in the pitch, Mayor Brown said. "Firearms sounds more friendly than gun park," Brown said.
