UN: Iran accelerates uranium program

Iran has doubled the number of uranium enrichment machines it has in an underground bunker, a U.N. report said Thursday, showing Tehran has continued to defy Western pressure to stop its atomic work and the threat of Israeli attack.

The U.N. International Atomic Energy Agency (IAEA) said in its quarterly report on Iran that the number of centrifuges at its Fordow site -- buried deep underground to withstand any such hit -- had more than doubled to 2,140 from 1,064 in May.?The new machines were not yet operating, it said.


?? as Iran is not providing the necessary cooperation? the Agency is unable to provide credible assurance about the absence of undeclared nuclear material and activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities,? the report said.

?? the Agency considers it essential for Iran to engage with the Agency without further delay on the substance of the Agency?s concerns,? it added. ?In the absence of such engagement, the Agency will not be able to resolve concerns about issues regarding the Iranian nuclear program, including those which need to be clarified to exclude the existence of possible military dimensions to Iran?s nuclear program.?

Iran's supreme leader repeated this week that Iran's nuclear program was entirely peaceful.

"Our motto is nuclear energy for all and nuclear weapons for none," Ayatollah Ali Khamenei told a developing nations summit in Tehran.

But the expansion in enrichment infrastructure and the increasing in stockpiles of potent nuclear material revealed in the report will do nothing to allay fears or reduce the diplomatic sanctions and pressure on Iran.

The report showed that Iran had produced nearly 190 kg (418 pounds) of higher-grade enriched uranium since 2010, up from 145 kg (320 pounds) in May.

At schools, in shops, and on the streets of big cities and small towns, daily life plays out in Iran.

Iran says it needs this material, which is much purer than fuel needed for electricity generation, for a medical research reactor, but it also takes it significantly closer to making potential bomb material.

The IAEA also expressed concerns about Parchin, a military site south of the capital that it wants to inspect for evidence of past nuclear weapons development.

"Significant ground scraping and landscaping have been undertaken over an extensive area at and around the location," it said.

Five buildings had been demolished and power lines, fences and paved roads removed, the report said, "extensive activities" that would hamper its investigation if granted access.

"The activities observed... further strengthen the Agency's assessment that it is necessary to have access to the location at Parchin without further delay," the IAEA said.

Iran says Parchin is a conventional military facility and has dismissed the allegations about it as "ridiculous."

Foreign Minister Ali Akbar Salehi, meeting U.N. Secretary-General Ban Ki-moon in Tehran on Thursday, was quoted by Iranian state TV as saying: "The West has put sanctions on Iran for years, however the Iranian nation continues to resist and make progress."

A Western diplomat said the doubling of enrichment capacity at Fordow was a "worrying trend," showing that Tehran continued to expand its program.

It wasn't a part of Samsung's IFA 2012 press conference, but Samsung is showing off Google TV hardware for the first time since CES 2011 (pictured above), and will release a Smart TV with Google TV later this year. According to its press release and a blog post by the Google TV team, it will "enhance the Smart TV experience" with premium content from its Samsung Apps services. How exactly it will be merged we should see soon, but now that ARM chips are powering a cheaper, more conventionally built experience we figure whatever hung up the deal has been squashed. We should get an eye on it if it's anywhere on the show floor soon, as well as the Google TV box from Hisense, and Sony's NSZ-GS7 which already launched in the US and UK, but is coming to Germany, France and the Netherlands soon.

Walls of lunar crater may hold patchy ice

ScienceDaily (Aug. 29, 2012) ? Small patches of ice could make up at most 5 to 10% of material in walls of Shackleton crater. Scientists using the Mini-RF radar on NASA's Lunar Reconnaissance Orbiter (LRO) have estimated the maximum amount of ice likely to be found inside a permanently shadowed lunar crater located near the moon's south pole. As much as 5 to 10 percent of material, by weight, could be patchy ice, according to the team of researchers led by Bradley Thomson at Boston University's Center for Remote Sensing.

"These terrific results from the Mini-RF team contribute to the evolving story of water on the moon," says LRO's deputy project scientist, John Keller of NASA's Goddard Space Flight Center in Greenbelt, Md. "Several of the instruments on LRO have made unique contributions to this story, but only the radar penetrates beneath the surface to look for signatures of blocky ice deposits."

These are the first orbital radar measurements of Shackleton crater, a high-priority target for future exploration. The observations indicate an enhanced radar polarization signature, which is consistent with the presence of small amounts of ice in the rough inner wall slopes of the crater. Thomson and his colleagues reported the findings in a paper recently published in the journal Geophysical Research Letters.

"The interior of this crater lies in permanent shadow and is a 'cold trap' -- a place cold enough to permit ice to accumulate," says Mini-RF's principal investigator, Ben Bussey of the Johns Hopkins University Applied Physics Laboratory in Laurel, Md. "The radar results are consistent with the interior of Shackleton containing a few percent ice mixed into the dry lunar soil."

These findings support the long-recognized possibility that areas of permanent shadow inside polar impact craters are sites of the potential accumulation of water. Numerous lines of evidence from recent spacecraft observations have revised the view that the lunar surface is a completely dry, inhospitable landscape. Thin films of water and hydroxyl have been detected across the lunar surface using several space-borne near-infrared spectrometers. Additionally, orbital neutron measurements indicate elevated levels of near?surface hydrogen in the polar regions; if in the form of water, this hydrogen would represent an average ice concentration of about 1.5% by weight in the polar regions.

The Shackleton findings are also consistent with those of the recent LCROSS spacecraft's controlled collision with a nearby permanently shadowed polar region near the lunar south pole, which revealed evidence for water in the plume kicked up by its impact. A radar instrument flown on India's Chandrayaan-1 spacecraft in 2009 found evidence for ice deposits in craters at the lunar north pole. Measurements of the albedo (surface reflectance) inside Shackleton crater using LRO's laser altimeter and far?ultraviolet detector are also consistent with the presence of a small amount of ice.

"Inside the crater, we don't see evidence for glaciers like on Earth," says Thomson. "Glacial ice has a whopping radar signal, and these measurements reveal a much weaker signal consistent with rugged terrain and limited ice."

The radar measurements of Shackleton crater were made during three separate observations between December 2009 and June 2010. Radar illuminates shadowed regions and can detect deposits of water or ice, which have a distinctive radar polarization signature compared to the surrounding material. In addition, radar penetrates the terrain to depths of a meter or two and can measure water or ice buried beneath the surface. Radar measurements of Shackleton crater place an upper bound on the ice content of the uppermost meter of loose material of the crater's walls at between 5 and 10% ice by weight.

"We are following up these tantalizing results with additional observations," says Bussey. "Mini-RF is currently acquiring new bistatic radar images of the moon using a signal transmitted by the Arecibo radio telescope in Puerto Rico. These bistatic images will help us distinguish between surface roughness and ice, providing further unique insights into the locations of volatile deposits."

Researchers thought that because of the facts cited above, that marijuana would cause cancer, so they did a test on very long term (>30 years) users. They had four groups: nonsmokers, pot smokers, cigarette smokers, and users of both tobacco and marijuana. They expected the users of pot to have as many or more cancers than cigarette smokers and users of both to have far more, but their research showed the opposite: those who smoked both pot and cigarettes had half the cancers of those who only smoked cigarettes, and those who smoked only pot amazingly had fewer cancers than nonsmokers, although the difference was statistically insignifigant.

So put that in your pipe and smoke it. Gees... drugabuse.org, why not cite the partnership for a drug-free america as well? Sheesh!

Qatar's construction sector poised for further growth | Qatar Business ...


Qatar?s construction industry is set to maintain its top position among the region?s best performing markets with researcher Business Monitor (BMI) forecasting a 9.5% year-on-year sectoral growth in 2012.?BMI estimates that Qatar?s construction sector grew by 9.3% in real terms in 2011.

In its third quarter, 2012 infrastructure report, BMI said construction and energy projects worth $150bn are in the pipeline, which are being implemented to support Qatar National Vision 2030 and the 2022 FIFA World Cup.

?With vast hydrocarbon wealth inflating public coffers and a business environment offering stability at a time of wider regional unrest, we expect Qatar?s construction market to be regarded as a safe haven for the region?s investors,? BMI said.?

Last year, HE the Minister of Economy and Finance, Yousef Hussein Kamal, said Qatar?s spending on infrastructure was expected to reach $150bn ahead of the 2022 FIFA World Cup, in line with the country?s 2030 Vision. A series of infrastructure projects are in the pipeline, including a $1bn transport corridor project in Doha, $20bn investment on roads, $25bn investment in the railway sector, $15.5bn to be spent on a new airport, $4bn to be invested in stadiums; $8bn to be spent on a deepwater seaport besides the construction of many new hotels that will add thousands of rooms.

In July last year, the Public Works Authority (Ashghal) had announced a road construction plan to connect Ras Laffan Industrial City with University Road and the Shamal Road, providing three lanes in each direction. The plans were unveiled as part of a larger scheme to build roads around the western and northern borders of the Ras Laffan Industrial City.

The first phase of the Ras Qirtas energy plant was completed in August 2011, BMI said. The $4bn plant will generate 2,730MW of power and some 63mn gallons of desalinated water.

The plant will supply the Qatar General Electricity and Water Corporation (Kahramaa) under a 25-year contract. The production will then be used to feed the local network or the GCC electricity link-up system. The development marks the commissioning of the biggest electricity generation plant in the country.?Work has also begun on the $1.37bn Doha Festival City project, the report said.

This is just one of a series of flagship projects that have got under way in Qatar since the country was awarded the FIFA 2022 World Cup in December 2010.

?Preparations for the FIFA 2022 World Cup will effect major changes in Qatar?s infrastructure industry. While major international players undoubtedly stand to win from big-ticket stadia and infrastructure projects, local contractors also stand to benefit substantially, either through partnering with foreign firms or undertaking a smaller project, of which there are many,? BMI said.

This is guest post from my friend Blair Glaser. We met on Twitter this past summer when she re-tweeted and shared my post on recovering from emotional hang overs. ?How kind!? I thought. ?I?ll go and check her out??. And so I did. Well, kiss-my-ass-and-call-me-Sue is this woman smart. It was instant girl-crush when I read her work and I?ve been crushing on her ever since. Take it away Blair:

I was so excited when Tamarisk invited me to guest blog on my favorite topic, relationships. When she suggested this phrase as a potential topic, however:

?Relationships succeed or fail one conversation at a time?

I felt pressure. Not only because I wanted to bring something new to the table, but also because it?s intense to think of conversations as having that much power. Moreover, the phrase brings up the memory of Dan.

Dan and my one-year friendship ended seemingly because of one phone conversation in which I raised my voice and he hung up on me. I never heard from Dan again.

Ever have one of those? I felt heartbroken about it, pouring over the details of every word of that last fight, looking for the answers to what went wrong.

But nothing really clicked until I discovered that our roles as platonic friends had become all jumbled together with other roles that we had not consciously or carefully selected.

Roles like therapist (we loved to analyze and challenge each other), potential mate (a large age difference kept us from really exploring this but not from trying it on) and sibling (our beloved therapists were friends).

This lack of clarity opened the door to all sorts of projections, distortions, overcharged interactions and ultimately our demise.

My experience with Dan made me think twice before getting heated in conversation again, but I knew that simply holding my tongue would not prevent relationship meltdowns in the future.

There is a lot of solid advice out there about good communication, but you may have noticed that these guidelines can fly out the window when one is emotionally triggered. In addition, raised voices, criticism and all the no-no?s of healthy conversation can actually be effective ways of communicating in certain roles.

For example, when my girlfriend criticized my dress, it hurt my feelings. But when a photographer recently criticized my outfit, I was relieved. She was doing her job and helping me to look my best for that particular shoot.

Raised, angry voices don?t usually work in friendships, but can be extremely effective for a sports coach. Since roles really determine the types of conversations you can have, I want to encourage you to get crystal clear on your roles in your relationships, because no matter how good your communication skills are, when roles get confused, crazy comes to play.

Think about how this is true in your lives. What happens when your boss acts more like your friend than your boss? Do you know or have you ever been part of a couple who acts less like equal partners and more like a parent and child?

The other day, I overheard a mother and her 16-year-old daughter fighting in a dressing room over the same outfit. Crrrrazy! When mothers act like siblings, conversations can only result in relationship failure.

How can you avoid role confusion, and the ensuing conversations that will slowly kill a relationship?

1. Establish What The Relationship Is About. Have you ever sat down and really thought about the purpose of each of your close relationships? And have you ever dared to engage in a conversation with a loved one about what your relationship is really about?

Brenda and Rob were chronic fighters and all their friends loathed it, which finally became embarrassing enough for them to seek help. Without a clear understanding of what their marriage was for, they filled the void with fights. They had to reestablish the purpose of their marriage, which was initially about giving and receiving love. They got very specific about what that actually meant, and after three months, they are going out with their friends again, who are relieved and inspired by their changes.

2. When Things Get Wiggy, Update! When you know and remember what your relationship is for, it is easier to heed the signals when things go astray. Because a course has been established, you can more clearly feel when things are off track. When this happens, it may be time to re-evaluate. People grow. Roles shift.

24-year-old Anna was constantly irritated by frequent conversations with her mother, in which her mother?s inquisitiveness felt invasive and infantilizing.

Anna realized that after leaving home, she and her mother had not established a new relationship, and neither knew how to act or what the relationship was about anymore. Anna decided that being connected to her mother was very important to her, and felt her task as an adult was to stay in touch. Although she did not share these insights with her mother, she began to schedule times to talk briefly but attentively with her mother, and initiated conversations that interrupted her mother?s rapid fire questioning. They now get along very well, and over a course of a few years have become good friends.

3. Keep Things Sane with Outrageous Clarity: Does getting role clarity mean you can?t be in more than one role with one person? No. You just have to be super duper clear and upfront about what the roles are, which roles come first, and when.

If you?re a consultant and decide to help your lover with his business project, it is wise to establish the new role beforehand and make sure you are not trespassing with your expertise into sensitive areas. You also will want to decide when to turn off being the advisor and the business talk, lest you continue operating from a power imbalance that leads to fighting long after the official business is through.

Want to make your relationships succeed? Get clear on your roles first. The conversations will follow suit.

    'Cyborg' tissues: Merging engineered human tissues with bio-compatible nanoscale wires

    ScienceDaily (Aug. 26, 2012) ? Harvard scientists have, for the first, time created a type of "cyborg" tissue by embedding a three-dimensional network of functional, bio-compatible nanoscale wires into engineered human tissues.

    As described in a paper published August 26 in Nature Materials, a multi-institutional research team led by Charles M. Lieber, the Mark Hyman, Jr. Professor of Chemistry at Harvard and Daniel Kohane, a Harvard Medical School professor in the Department of Anesthesia at Children's Hospital Boston developed a system for creating nanoscale "scaffolds" which could be seeded with cells which later grew into tissue.

    Also contributing to the work were Robert Langer, from the Koch Institute at the Massachusetts Institute of Technology, and Zhigang Suo, the Allen E. and Marilyn M. Puckett Professor of Mechanics and Materials at Harvard's School of Engineering and Applied Sciences.

    "The current methods we have for monitoring or interacting with living systems are limited," said Lieber. "We can use electrodes to measure activity in cells or tissue, but that damages them. With this technology, for the first time, we can work at the same scale as the unit of biological system without interrupting it. Ultimately, this is about merging tissue with electronics in a way that it becomes difficult to determine where the tissue ends and the electronics begin."

    The research addresses a concern that has long been associated with work on bioengineered tissue -- how to create systems capable of sensing chemical or electrical changes in the tissue after it has been grown and implanted. The system might also represent a solution to researchers' struggles in developing methods to directly stimulate engineered tissues and measure cellular reactions.

    "In the body, the autonomic nervous system keeps track of pH, chemistry, oxygen and other factors, and triggers responses as needed," Kohane explained. "We need to be able to mimic the kind of intrinsic feedback loops the body has evolved in order to maintain fine control at the cellular and tissue level."

    Using the autonomic nervous system as inspiration, Bozhi Tian, a former doctoral student under Lieber and former postdoctoral fellow in the Kohane and Langer labs, and collaborator Jia Liu worked in Lieber's lab at Harvard to build mesh-like networks of nanoscale silicon wires -- about 30 -- 80 nm in diameter -- shaped like flat planes or in a reticular conformation.

    The process of building the networks, Lieber said, is similar to that used to etch microchips.

    Beginning with a two-dimensional substrate, researchers laid out a mesh of organic polymer around nanoscale wires, which serve as the critical nanoscale sensing elements. Nanoscale electrodes, which connect the nanowire elements, were then built within the mesh to enable nanowire transistors to measure the activity in cells without damaging them. Once complete, the substrate was dissolved, leaving researchers with a net-like sponge or a mesh that can be folded or rolled into a host of three dimensional shapes.

    Once complete, the networks were porous enough to allow the team to seed them with cells and encourage those cells to grow in 3D cultures.

    "Previous efforts to create bioengineered sensing networks have focused on two-dimensional layouts, where culture cells grow on top of electronic components, or on conformal layouts where probes are placed on tissue surfaces," said Tian. "It is desirable to have an accurate picture of cellular behavior within the 3D structure of a tissue, and it is also important to have nanoscale probes to avoid disruption of either cellular or tissue architecture."

    Using heart and nerve cells, the team successfully engineered tissues containing embedded nanoscale networks without affecting the cells' viability or activity. Using the embedded devices, they were able to detect electrical signals generated by cells deep within the tissue, and to measure changes in those signals in response to cardio- or neuro-stimulating drugs.

    Researchers were also able to construct bioengineered blood vessels, and used the embedded technology to measure pH changes -- as would be seen in response to inflammation, ischemia and other biochemical or cellular environments -- both inside and outside the vessels.

    Though a number of potential applications exist for the technology, the most near-term use, Lieber said, may come from the pharmaceutical industry, where researchers could use the technology to more precisely study how newly-developed drugs act in three dimensional tissues, rather than thin layers of cultured cells. The system might also one day be used to monitor changes inside the body and react accordingly, whether through electrical stimulation or the release of a drug.

    Refinery blast kills 24 in Venezuela, dozens hurt

    CARACAS, Venezuela (AP) ? A huge explosion rocked Venezuela's biggest oil refinery early Saturday, killing at least 24 people and injuring more than 80 others in the deadliest disaster in memory for the country's key oil industry.

    Balls of fire rose over the Amuay refinery, one of the largest in the world, in video posted on the Internet by people who were nearby at the time.

    At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released from the hospital.

    Officials said those killed included a 10-year-old boy, but that most of the victims were National Guard troops stationed at the refinery.

    Vice President Elias Jaua, who traveled to the site in western Venezuela along with a team of top officials, said the authorities were "trying to save the greatest number of lives."

    Officials said firefighters had controlled the flames at the refinery on the Paraguana Peninsula, where large clouds of smoke were rising at daybreak.

    Oil Minister Rafael Ramirez said the state oil company should be able to "restart operations in a maximum of two days."

    "We have sufficient supplies... in the entire country, and our production at the maximum to deal with any situation in our domestic market," Ramirez said. "In that sense, we won't have major effects."

    An official of the state oil company, Petroleos de Venezuela SA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

    The blast occurred after 1 a.m. when a gas leak created a cloud that ignited, Ramirez said. Some nearby houses were damaged by the blast, he said.

    "That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said. "The blast wave was of a significant magnitude."

    Images in early hours after the blast showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

    "The areas that had to be evacuated were evacuated," Falcon state Gov. Stella Lugo said on television, according to the state-run Venezuelan News Agency. "The situation is controlled. Of course they're still a fire rising very high, but ... the specialists tell me there is no risk of another explosion."

    Ramirez said oil workers will determine what caused the gas leak and were inspecting the damage along with troops. Ramirez said that nine storage tanks were damaged. He said supplies of fuel had been cut off to part of the refinery, and that the fire had been brought under control.

    "At this time, the situation is controlled," Jaua said on television, while smoke continued to rise from the refinery. Jaua said earlier on his Twitter account that the military was deployed to the area and that air ambulances were dispatched to ferry the wounded.

    Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.

    Pakistani wicketkeeper batsman Kamran Akmal has expressed the intent to perform well in the upcoming limited-overs series against Australia, and the subsequent ICC World Twenty20, in order to ensure his selection for the short series Pakistan is due to play in India against the Men in Blue this December.

    ?I am looking forward towards doing well against the Australians and the World T20 championship as it ensures selection in the squad for the India series. I would love to come to India again,? Akmal said.

    The 30-year-old, who is recently playing for Wayamba United in the ongoing Sri Lanka Premier League, was included in Pakistan?s squad for the upcoming 3 ODIs and 3 T20s the team is scheduled to play against Australia in the UAE, from August 28 to September 10.

    The event marks Akmal?s first appearance for the side since the ICC World Cup in 2011, after which allegations of underperformance and rumours of corruption kept him out of the side.

    However, he was cleared this July by the Pakistan Cricket Board?s integrity committee of all charges, and welcomed back to the side after a string of experiments with different wicketkeeping batsmen for the team resulted in failures.

    Following the series against Australia, Pakistan will be gearing up for the ICC World Twenty20, due to take place in Sri Lanka this September, for which Akmal has also been roped into the squad. While the right-hander admitted that the team was well-prepared, he was hesitant to make any concrete statements regarding the upcoming mega event, claiming T20 is an ?unpredictable format?.

    ?We are well prepared. Many of the players in Pakistan squad are playing in SLPL and so we are in good touch in this format,? he said. ?As a cricketer we want to win every match and the trophy. But T20 is a tough and unpredictable format. Whoever plays better on a given day will win and so I am not predicting anything.?

    If Akmal, a veteran of 53 Tests and 137 ODIs, manages to impress, he may be selected for Pakistan?s short series in India during December ? the first matches the two teams will be playing against each other since 2007.

    SACRAMENTO - One of the nation?s top credit rating agencies said Friday that it expects more municipal bankruptcies and defaults in California, the nation?s largest issuer of municipal bonds.
    Moody?s Investors Service said in a report that the growing fiscal distress in many California cities was putting bondholders at risk.
    The service announced that it will undertake a wide-ranging review of municipal finances in the nation?s most populous state because of what it sees as a growing threat of insolvency.
    The report has both investors and government leaders worried.
    Three California cities - Stockton, San Bernardino and Mammoth Lakes - have filed for bankruptcy so far this year. They are not likely to be the last, Moody?s said.
    Moody?s reports that some cities are turning bankruptcy as a new strategy to take on budget deficits and avoid obligations to bondholders, an emerging dynamic that could have ripple effects throughout the investment community.
    The municipal bond market has long been characterized by low default rates and relatively stable finances, Moody?s said, but that outlook is beginning to change as bankruptcy becomes a tool for cash-strapped cities.
    As a result, the agency will reassess the financial position of all cities in California, which issues about 20 percent of the municipal bond volume nationwide, ?to reflect the new fiscal realities and the governmental practices.?
    The agency also will examine the outlook for municipal bonds in other troubled states, according to Robert Kurtter, managing director of public finance at Moody?s.
    Moody?s would not say which states it will review, though Kurtter mentioned Michigan and Nevada as possibilities. Friday?s report noted that cities across the country are in financial distress but said that a greater share of bankruptcies are expected in California.
    In California, officials rushed to downplay the report.
    ?Moody?s has an obligation to review changing circumstances, but we would just suggest that their assessment of the framework and ground activities is perhaps exaggerated,? said Chris McKenzie, executive director of the League of California Cities.
    The state treasurer?s office also cautioned against overacting to three bankruptcies among California?s 482 cities.
    ?No city?s going to blithely skip into bankruptcy court to avoid its obligations,? said treasurer?s office spokesman Tom Dresslar, who called the report ?a little hyperbolic.?
    More than 10 percent of California cities have declared fiscal crises, according to Moody?s, with the most troubled areas lying inland in the middle of the state and east of the Los Angeles area.
    Kurtter said the declarations of emergency were ?a reflection of the broader fiscal stress in the state.?
    Moody?s floated the idea Friday of an across-the-board ratings adjustment for California cities, a move McKenzie warned ?would have a terrible impact on taxpayers.?
    The agency will consider ratings downgrades for embattled counties, school districts and special districts.
    The report highlighted growing doubts in some corners about whether cash-strapped cities are making good-faith efforts to pay their debts.
    ?Credit analysis is based on the ability to pay and the willingness to pay,? said Paul Rosenstiel, Principal at DeLaRosa & Co., a San Francisco-based municipal bond investment-banking firm.
    Investors have historically assumed that cities are willing to pay their debts because they want continued access to the bond market, Rosenstiel said.
    Now, some are not so sure.
    ?What is being considered is whether the willingness to pay is something that needs to be factored in more than in the past - and if so, how would you measure it?? he said.
    Lower bond ratings would increase borrowing costs for cities at a time when many already are struggling financially because of a steep drop in tax revenue. Because of that, Friday?s report is raising alarms for city leaders who fear that it could trigger a crisis of confidence that would hinder their ability to borrow for needed projects.
    ?Every city in the state is looking on with some concern,? said Dave Vossbrink, spokesman for the city of San Jose. ?Governments of all kinds borrow money, usually to build infrastructure that lasts a long time. It?s like getting a mortgage to build roads, a sewage plant, whatever it might be.?
    Moody?s said it will review all California cities in the coming weeks and conduct in-depth reviews of stressed cities in September, with reports issued as the reviews are completed.
