>> reporter: exactly, brian, this is intense for the people on the east coast who have yet to feel the impact on the storm surge , including the 8 million residents in new york city , after a withering preliminary assault. daybreak revealed sandy to be a brute, aiming for new york city .
>> the winds are really picking up here now at point pleasant beach. as you can see, the surf is just amazing. there is normally 150 feet of beach, beyond this dune, as you can see that has been reduced to zero, as high tide now comes in.
>> reporter: for atlantic city , sandy was a bad bet. the waves washed away an old section of the famous boardwalk, putting 85% of the city under water. even before sandy came to shore it took chunks out of the east coast . the avalon pier in kill devil hill hills, north carolina , and this historic water edge in new jersey, yet as the water hit in delaware, some refused to heed an evacuation order.
>> reporter: nothing was normal, tourists were turned away from washington's smithsonian museum , closed by the storm. new york's grand central station , usual busy on a monday morning, virtually empty. the city that never sleeps coming to a stand-still with no train or bus service . the city, no defense against the rising waters, especially in the evacuation areas.
>> do not underestimate the storm, these forecasts for the surge are really extraordinary. and they're talking about surges we have not seen before. so there is nothing at all to be taken lightly.
>> reporter: by 2:00, there were two fewer waves off the island of manhattan, as the authorities closed both the brooklyn battery tunnel and the holland tunnel . and this is just the warmup that the storm few are expected to forget. now tonight, the other issue is power. one million people in 11 states are without power tonight, and that number is expected to grow in the next 24 hours . and brian, i can tell you, new york harbor is starting to lap up on the promenade in new york city .
